Charles Hoskinson, CEO of Input Output Global (IOG), recently shared a visionary outlook for Cardano, suggesting that the blockchain network could play a transformative role in governing a nation-state by 2030. This potential milestone, outlined during his keynote speech titled ‘After Voltaire: The Next Evolution of Cardano,’ would see the Cardano ecosystem expanded to serve millions of users within just six years.
Cardano to Empower Digital Autonomy
Hoskinson likened Cardano’s impact to that of the American Revolution, asserting that Cardano could lead a similar shift in the digital age. He envisions a future where people govern their digital identities independently, reducing reliance on large corporations. “Cardano can drive a new revolution,” he stated, emphasizing that individuals can control their own digital lives rather than depending on multi-trillion-dollar entities.

Highlighting the progress of Cardano’s community, Hoskinson praised its members for reaching critical milestones. He emphasized that Cardano’s community, equipped with the right expertise and resources, can accomplish ambitious goals. “We have an engine that’s accelerating; we just need the will to coordinate and prove we can achieve this,” he remarked.
Advancing Decentralized Governance: The Chang Hard Fork
Cardano made significant strides toward decentralized governance with the Chang hard fork, which launched on September 1. This upgrade marked a crucial step toward Cardano’s Voltaire era, where the network gains more autonomy and decentralization. The next phase, a second controlled Chang hard fork, is set to release soon, pushing Cardano further into this era.

Charles Hoskinson also noted the importance of Cardano’s upcoming Constitutional Convention, set to take place in Buenos Aires, Argentina, in December 2024. During this event, the Cardano community will vote on key roadmap priorities, setting out clear goals and a coalition-backed budget. According to Hoskinson, this decision-making process is pivotal, enabling the community to collectively chart Cardano’s direction.
Charting Two Potential Paths for Cardano
Charles Hoskinson outlined two possible paths for Cardano’s evolution. One path, more conservative, involves a careful focus on incremental issues, whereas the second, more ambitious path aims for widespread societal change driven by blockchain governance. Hoskinson encouraged the community to consider both routes thoughtfully, advocating for a strategic yet impactful approach.
The next major upgrade, Cardano v10, is scheduled for prerelease testing, with further developments in the Chang hard fork process expected next month. These upgrades aim to enhance Cardano’s operational capabilities, building a foundation for the long-term goals set out by the community. Hoskinson’s remarks paint an ambitious future for Cardano, as the project continues to work toward decentralized governance.
