Cardano Foundation and SERPRO Collaborate to Advance Blockchain in Brazil
The Cardano Foundation has entered into a partnership with SERPRO, Brazil’s state-owned technology provider, to explore the potential of blockchain adoption within the country’s public sector.

The Cardano Foundation has entered into a partnership with SERPRO, Brazil’s state-owned technology provider, to explore the potential of blockchain adoption within the country’s public sector. This collaboration seeks to evaluate how blockchain technology can enhance Brazil’s digital infrastructure and streamline government services.
In addition to assessing its applicability, the initiative includes an educational component aimed at government employees. The focus will be on technical training and professional development to equip public-sector workers with blockchain expertise.
Strengthening Brazil’s Digital Infrastructure
SERPRO, as Brazil’s largest public-sector IT provider, plays a crucial role in managing the country’s digital infrastructure. It oversees more than 750 operational digital solutions, processes 33 billion transactions annually, and maintains 30.4 petabytes of data across cloud platforms. The collaboration with the Cardano Foundation is expected to support ongoing digitization efforts and contribute to the modernization of public services.
Despite its potential, large-scale integration of blockchain in government operations presents challenges, particularly concerning regulatory compliance and technical feasibility. The partnership aims to explore solutions that address these complexities while ensuring secure and efficient implementation.
Leveraging Blockchain for Digital Governance
SERPRO, which manages 90% of Brazil’s federal public administration’s structural systems, holds a key position in shaping the country’s digital governance strategy. The collaboration with Cardano Foundation is seen as an opportunity to examine how blockchain could improve transparency and efficiency in public administration.
As part of this initiative, the Cardano Academy program will be introduced to train SERPRO’s 8,000 employees, including 2,000 developers, on blockchain fundamentals. The training will include technical certification opportunities and masterclasses, equipping government professionals with knowledge on blockchain applications and integration.
Advancing Digital Government in Latin America
The Cardano Foundation has emphasized that blockchain education is a crucial step toward potential adoption in public services. By integrating Cardano’s solutions into SERPRO’s extensive network, the initiative aims to enhance transparency and improve service delivery for millions of Brazilian citizens. This partnership is expected to set an example for government adoption across Latin America, showcasing the potential impact of blockchain technology in public administration.
Brazil has already made significant progress in digital governance, ranking second globally in digital government maturity. However, the extent to which blockchain will play a role in Brazil’s public administration remains uncertain. The success of its adoption will depend on practical implementation and regulatory approvals in the future.
